BOAC Terminal construction began in 1967 and opened in 1970; 1968 was a full construction year.
Another major airport hit: the list catches BOAC's terminal while it was under construction, completing Joseph's remarkable cluster of JFK-era projects.

Possible: most plausibly limited interior CMU/block at service rooms, stairs, shafts, fire-rated partitions and back-of-house areas. Do not imply a major exterior masonry envelope: Port Authority documentation describes the original Terminal 7 as steel-frame blocks with concrete and glass panel apron walls, and project history describes reinforced concrete with tinted glass.
This scope is recorded as possible, not documented. It is a disciplined reading of the building and the trade practice of the period, not a contract-level record of Kelly’s work.
