As written

85 Broad Street — 1981

The Stadt Huys excavation shaped the project's city approvals; later engineering research says 85 Broad's construction-monitoring methodology became the direct basis for NYC's 1988 TPPN 10/88 landmark-protection rule.

Why it matters

CMU/block partitions, shafts, service/core walls and masonry backup are now directly supported by the headquarters improvement inventory, which explicitly names masonry in occupant areas. The visible red-brown granite-aggregate exterior still should not be assigned to Kelly without the facade/subcontract records.

Scope confidence

Strong

Most likely CMU/block partitions, shafts, service/core walls and masonry backup. The tower's visible red-brown granite-aggregate exterior should not automatically be assigned to Kelly.

This scope is recorded as strong, not documented. It is a disciplined reading of the building and the trade practice of the period, not a contract-level record of Kelly’s work.

What happens next

85 Broad remains an office building. A 2025 NYC Comptroller analysis identified it as an example of office space that could potentially support residential conversion; that modeling is not evidence of an announced conversion project.
