By late 1972, the 440-bed annex was half finished; the financing and housing dispute had already erupted in 1971.
One of the archive's strongest 'city versus institution' stories: Joseph was building the hospital annex while nearby tenants were organizing against further demolition.

Likely: most likely CMU/concrete-block partitions, shafts, stair/elevator enclosures and other fire-rated/service walls; exterior brick or masonry backup is also plausible where the hospital addition used a masonry facade.
